To send a broadcast to manually chosen subscribers please go to
Campaign>>My Campaigns>>Send Broadcast. When a message
is saved, click on Next Step. You will be asked to choose target
group. By clicking on "+"next to campaign name you will be able to
choose between All subscribers/Active subscribers/Inactive
subscribers. Check the box "I want to select subscribers manually after this
step". Once the list of email addresses unfolds, check selected and choose
the date when you want to publish your broadcast.
