Leads from other sources

I was wondering if we could get leads from another source. I found LeadsLab and they have the following information on their leads. Please let me know if this is OK!

Unfortunately, we do not allow purchased leads to be
imported into our system. The only leads you can have
in your campaign, are subscribers that have requested
information from you specifically.
