Getting the confirmation page to open in a new browser

Hi, Hope someone can help. I put an opt in form on my blog and have a special page they will go to for confirmation but I do not want them to leave my site. I know the HTML code to get it to open in a new browser but am having trouble figuring out where to put it so it works.??
